Prioritizing ICT as an important driver of economic growth in Armenia, Ameria Management Advisory Services has conducted this research to present the current state of the sector, pinpoint challenges, discuss competitiveness, business environment, best practices of government support, current level and prospects for ICT implementation among Armenian small and medium businesses, as well as use of ICT by households. The research included among other things individual interviews with key personnel of major Armenian ICT players. Subjects discussed during interviews cover a variety of things from current state and expectations of the sector to technology changes, required investments, etc.

Data sources

Considering the goals of the research a diverse toolkit was used; data from both primary and secondary sources were analyzed.

To collect primary data 8 in-depth surveys of C-level executives of IT companies having affiliates incorporated overseas (PicsArt, Teamable, Krisp, Zangi, Menu Group, Shadowmatic (Triada Studio), EasyDmarc, GlobalR) were conducted in November and December 2019. Two more surveys were conducted, one with the founding director of a company preparing to attract investments (RAFA Solutions), the other with the founder of Step Consulting, an accounting firm with a large portfolio of IT customers. Several individual interviews with representatives of major telecom operators (Beeline, Ucom, Rostelecom) were also held to discuss various topics from current state of things and expectations to technological changes, required investments, etc.

Secondary data were obtained from the Statistical Committee of Armenia (ArmStat), State Revenue Committee of Armenia (SRC), Enterprise Incubator Foundation (EIF), The Word Bank, Eurostat, national statistical bodies of Ukraine and Belarus, The World Economic Forum, the U.S. Internal Revenue Service and several other sources such as the “Survey of ICT Adoption and Use by Firms and Households in Armenia” conducted by Ameria Management Advisory by request of the World Bank. Data were obtained via the following surveys:

  • In September and October 2019 a random survey of population across Armenia was conducted. Proportionate stratified sampling was used, covering 2000 respondents with due allowance for age, gender and type of residence (rural, urban, etc.). The survey provides 95% +/-2.2pp accuracy on country level.
  • In September-November 2019 was also conducted a random survey of small and medium businesses. The survey covered 400 respondents, securing 95% +/-5%pp accuracy on country level; greater variances are possible in smaller groups.

During the survey of households respondents were grouped by income per 1 adult, based on minimum food basket and minimum consumption basket in Armenia as of Q3 2019, AMD 24.4 thousand and AMD 43.3 thousand, respectively.
