Narrative description of Project:

Ameria CJSC, with support from the International Organization for Migration (IOM) and the United Nations High Commissioner for Refugees (UNHCR), is supporting the Government of Armenia in the development of the Migration and Asylum Strategy of the Republic of Armenia. This assignment is part of the EU-funded project Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia, which seeks to modernize Armenia’s migration governance system in line with European and international standards.

The project aims to create a unified, evidence-based, and people-centered strategy that consolidates existing national frameworks on integration, repatriation, return and reintegration, citizenship, and mass-influx management under a single coherent vision aligned with the 2024–2040 Population Strategy. Ameria leads the analytical and policy development process, preparing reports on migration and forced displacement trends, citizenship frameworks, and legal alignment with EU and global compacts. It also facilitates stakeholder consultations across ministries, civil society, and international organizations to ensure broad consensus and institutional ownership.

Through this initiative, Armenia will establish a comprehensive strategic vision for migration and asylum policy that strengthens administrative coordination, improves service delivery, and supports the EU–Armenia Visa Liberalization Dialogue. The resulting framework will enable Armenia to manage migration more effectively, protect rights, and leverage human mobility as a driver of economic development, social cohesion, and demographic resilience.
