Narrative description of Project:

The objective of this assignment is to provide technical assistance to the Ministry of High-Tech Industry to develop a “National High-Tech Strategy – A Successful Model for Armenia” to facilitate the high-tech industry in tackling the new challenges, building on the national priorities and the key enabling technologies, among others, defining a role for companies, knowledge institutions, and government, following the Government’s 2021-2026 Action Plan (task 2.3), as well as the priorities set by the Government’s 2023-2030 Economic Policy White Paper adopted on July 20th, 2023. The document will serve as a roadmap for fostering innovation, competitiveness, and sustainable growth in the high-tech sector, aligning with Armenia’s long-term development goals, and positioning the country in the global high-tech industry.

The project will begin with development of the clear definition of the high-tech sector and a comprehensive analysis of Armenia’s current high-tech sector, assessing capabilities, infrastructure, workforce skills, research and development (R&D) capacity, regulatory framework, and market dynamics. This analysis will involve engaging with key stakeholders from government agencies, industry associations, research institutions, academia, and the private sector to gather insights, identify priorities, and build consensus. The analysis will also include an examination of global high-tech trends, identifying emerging opportunities and existential threats that could impact Armenia’s competitiveness in the sector.

Building on this foundation, the project will formulate a tailored strategic model for Armenia’s high-tech industry. This model will define Armenia’s competitive advantages and identify sub-sectors where the country can excel globally. It will outline transformation paths to integrate Armenian high-tech firms into new and emerging global value chains.

The strategy will then define clear strategic goals and objectives, articulating a long-term vision for Armenia’s high-tech capabilities. These goals will be aligned with the nation’s broader economic and social development priorities and will address critical focus areas, including sustainable innovation, talent development, and investment promotion.

A Results Framework will accompany the strategic initiatives, offering a structured outline of expected outcomes and measurable indicators. This framework will define short-term, medium-term, and long-term goals, along with mechanisms for tracking progress, ensuring transparency, and enabling continuous improvement.

The final phase will involve creating a detailed Action Plan that outlines key milestones, resource allocations, and responsibilities across government institutions, private sector players, and academic partners. This plan will also introduce mechanisms for monitoring and evaluation to ensure accountability and alignment with strategic priorities.
