Narrative description of Project:
The primary aim of the project is to facilitate the efficient and well-coordinated growth of Armenia’s textile sector. This will be achieved through the design of a structured framework and governance model for a textile sector operator, utilizing Public-Private Partnership principles. The operator will then be established to provide support for the sector development, including, but not limited to overseeing the execution of the Government adopted Textile Industry Development Programme. Specifically, the project aims to aid the Ministry of Economy and the Government of Armenia in crafting the organizational structure and governance framework necessary for the Textile Operator’s establishment.
During the project, assistance will be extended to the Ministry of Economy in developing essential regulatory documents required for the state registration of the Textile Operator. Furthermore, support will be provided in devising and implementing effective governance and performance management systems, along with structuring the management hierarchy of the Textile Operator and its Board of Trustees. Comprehensive internal documentation for the operator, including business processes, job specifications, and key performance indicators for every role, will be formulated. Additionally, assistance will be rendered in formulating a financial sustainability plan, defining short- and medium-term objectives, devising a communication strategy, establishing a brand identity, designing a reporting mechanism for textile companies, and identifying suitable premises. Capacity-building initiatives will be also undertaken to recruit and enhance the skills of staff members, contributing to the overall success of the initiative.
