Description

The government of the Republic of Armenia has initiated a large-scale process of public sector reforms, which receives the support of the World Bank through its funded Second Public Sector Modernization Project (PSMP2). The objective of the current assignment is to provide processes of developing, teaching and implementation of distance learning modules in human resources management field, including experimental teaching programs and adjacent teaching manuals. One of PSMP2 components is aimed at ensuring maximal efficiency of human capital in public sector, as well as at providing the processes of developing, teaching and implementation of distance learning modules in human resources management field, including experimental teaching programs and adjacent teaching manuals.

The introduction of the Civil Service System in Armenia is aimed at the efficient implementation of personnel policy, reinforcement of state bodies with qualified, professional personnel with high integrity standards, their training and evaluation and as a result, improvement of service provision on behalf of the government system. However, at present, there is a need for development of technologies and methods for organizing and implementing the said processes. It is worth mentioning that under Judicial Reforms Project financed by the WB (and co-financed by Dutch and Japanese governments) a Distance Learning solution has already been developed and customized for training officials from judiciary and also executive power. The Distance Learning courses planned under this assignment will provide the training modules with content, which will be in line with referenced IT solutions.
